On June 22, the second session of Haikou's government foreign affairs English speaking training program was held as scheduled in the conference room on the second floor of the Municipal Government Service Center. To ensure effective classroom interaction and enhance teaching relevance, the course adopted a small-class format with over 30 participants, focusing on specialized instruction in practical spoken communication for government service windows to continuously strengthen frontline staff's foreign affairs service capabilities.
本次课程由“海口Yeah”海口国际人才志愿服务团联合市外事办定制专属教学课件，坚持 “重听说、轻读写” 的培训导向，不侧重阅读与写作训练，重点攻克政务接待核心的听力理解、沟通提问、即时应答三大实用能力。课堂上，授课老师符积虎系统讲解 5W1H 信息抓取方法，区分祈使句、陈述句、疑问句在业务引导、政策说明、群众问询中的使用场景，梳理五大基础英文句式，并结合填表缴费、证件领取、材料递交等窗口真实场景给出标准例句。
This course was developed by the"Haikou Yeah" Haikou International Talent Volunteer Service Team in collaboration with the Municipal Foreign Affairs Office, featuring customized teaching materials and adhering to a training approach that emphasizes listening and speaking over reading and writing. It focuses on developing three core practical skills essential for government reception services: listening comprehension, communication questioning, and immediate response. During the sessions, instructor Fu Jihu systematically explained the 5W1H information extraction method, differentiated the usage scenarios of imperative, declarative, and interrogative sentences in business guidance, policy explanation, and public inquiries, outlined five fundamental English sentence patterns, and provided standard examples using real-world scenarios such as form filling, fee payment, document collection, and document submission.
针对涉外接待易出现沟通歧义的痛点，讲师重点讲解转述澄清、深度追问等沟通技巧，通过模拟外籍群众咨询业务的情景对话组织学员分组实操练习。课堂同步设置随堂问答、句式仿写练习，布置介词积累、政务短句创作等课后巩固任务，兼顾理论讲解与实战演练。教学中还融入经典古诗英译赏析，丰富课堂内容，拓宽学员跨文化交流思路。
To address the common issue of communication ambiguities in international hospitality, the instructor focused on explaining communication techniques such as restatement clarification and in-depth questioning. Through simulated dialogue scenarios involving foreign visitors seeking business inquiries, participants engaged in group-based practical exercises. The session included in-class Q&A sessions and sentence pattern imitation exercises, along with post-class consolidation tasks like preposition accumulation and crafting official administrative phrases, balancing theoretical instruction with hands-on practice. Additionally, classic ancient poetry translations and analyses were integrated into the teaching to enrich classroom content and broaden participants' perspectives on cross-cultural communication.
小班化教学让每位学员都能获得一对一发音纠正、对话指导，有效打破不敢开口的学习障碍，课堂参与度高、交流氛围热烈。参训学员结合自身日常接待难题主动提问，在实景模拟中熟练掌握规范、礼貌的英文表达。
The small-class teaching approach ensures that each participant receives one-on-one pronunciation correction and dialogue guidance, effectively overcoming learning barriers related to reluctance to speak. Class participation is high, and the communication atmosphere is vibrant. Trainees actively raise questions based on their daily reception challenges and master standardized, polite English expressions through realistic simulations.
据了解，该系列培训班共开设6节专题课程，由海口市外事办公室、海口市营商环境局、海口市外国专家局联合主办，“海口 YEAH” 海口国际人才志愿服务团承办。后续课程将持续沿用小班实战教学模式，围绕工作签证、企业注册、社保、自贸港政策咨询等高频涉外业务开展场景化教学，持续打造专业化国际化政务服务队伍。
It is reported that this training series comprises 6 specialized courses, jointly organized by the Haikou Municipal Foreign Affairs Office, Haikou Municipal Business Environment Bureau, and Haikou Municipal Foreign Experts Bureau, and implemented by the "Haikou Yeah" International Talent Volunteer Service Team. Subsequent sessions will continue to adopt a small-class, hands-on teaching approach, providing scenario-based instruction on frequently encountered foreign-related matters such as work visas, business registration, social security, and free trade port policy consultations, with the aim of continuously building a professional and international government service team.′
