"Free Trade Youth: Speaking to the World" — The 2026 International Talent English Public Welfare Class in Dingan County has officially commenced.

To further advance the "Talent-Driven County Development" strategy, empower international talent cultivation within the Hainan Free Trade Port, address the shortcomings in English oral teaching for adolescents in county-level areas, foster high-quality and balanced educational development in these regions, and broaden the international perspectives and cultivate cross-cultural literacy among children and adolescents, Ding 'an County recently launched the "Free Trade Youth · Speaking to the World" Ding' an County 2026 International Talent English Public Welfare Class. This public welfare initiative is jointly hosted by the Talent Development Bureau of the Ding 'an County Party Committee, the County Committee of the Communist Youth League, and the Ding' an County Education Bureau, and is organized by Fu 'an Talent Human Resources (Hainan) Co., Ltd. The program offers free, immersive English courses led by native-speaking teachers to primary school students in the county seat. Utilizing an engaging, scenario-based, and internationalized teaching approach, this initiative aims to help youth in county areas overcome the challenge of "mute English," enabling them to speak English confidently and effectively share the story of Ding' an with the world.

In the classroom, the foreign teacher opened the first lesson with engaging and lively scenario-based introductions, incorporating English songs, ice-breaking games, and interactive Q&A sessions to fully stimulate the students' enthusiasm for participation. In this relaxed and joyful atmosphere, the children confidently spoke up, learning basic greetings and classroom instructions from the foreign teacher, actively engaging in group interactions, and thereby overcoming their previous learning habits of "dreading to speak" or "being reluctant to speak." The Chinese teaching assistant accompanied the class throughout the session, ensuring classroom discipline, documenting student progress, managing safety protocols, and reviewing course content—all of which helped guarantee the smooth and orderly conduct of the classroom teaching.

It is understood that this international talent English public welfare course series consists of four offline sessions, each lasting 90 minutes. Moving away from the traditional model of rote memorization, the course features specialized teaching modules—including self-introduction, expression of personal interests, popular science on global landscapes, and "Young Local Home Promotion Ambassadors." These modules not only cultivate students 'spoken English listening and speaking skills—thereby addressing the challenge of "mute English" —but also integrate English instruction centered on the local culture, scenic landscapes, and culinary specialties of Ding' an. This approach guides young people to use English to introduce their hometowns to foreign friends, effectively convey the stories of Ding'an and China, and thereby foster stronger cultural confidence.
"This kind of classroom is so engaging—there's no need to memorize vocabulary; instead, we can play games and sing English songs. I now dare to raise my hand and speak English," remarked one primary school student participating in the course. By breaking free from the confines of textbooks, this classroom approach integrates language acquisition, the expansion of an international perspective, and the promotion of local culture. It has ignited the children's enthusiasm for international communication and helped them cultivate an awareness of the open and developing nature of the Hainan Free Trade Port.

This public welfare classroom program is part of a public welfare initiative aimed at benefiting the public, and no fees will be charged to participants throughout the program. The program establishes a reserve pool of foreign teachers, supported by comprehensive safeguard mechanisms—including teaching qualification review, ideological oversight, student safety management, and emergency course rescheduling protocols. Upon completion of the program, the host organization will compile and deliver a complete set of lesson plans and courseware, classroom video recordings, and a program summary report, thereby creating standardized project archives.
Moving forward, Ding'an County will utilize this public welfare classroom initiative as a practical model to continuously explore pathways for cultivating international competencies among adolescents within its county jurisdiction. By effectively leveraging international talent resources, the county aims to diversify the offerings of quality-oriented education for children and adolescents, thereby building a pool of promising youth talent with potential for international exchange to support the development of the Hainan Free Trade Port.
