6月20日下午，由中共海南省委人才发展局、海南省科学技术厅（海南省外国专家局）指导，海南自贸港国际人才俱乐部、海南省文化馆（海南省非遗中心）联合主办，海口市外国专家局、海口国际人才之家、海口市文化馆、海口市非物质文化遗产保护中心、海南省民族管弦乐协会古琴研究会、海南大学协办的“2026年海南自贸港国际人才文化体验季发布暨‘琴韵非遗·香约端午’活动”在海南省文化馆圆满举办。来自国内及美国、俄罗斯、葡萄牙、巴基斯坦等国家的120余名国际人才代表齐聚一堂，以端午佳节为纽带，共赏非遗之美，共品民俗韵味。

On the afternoon of June 20, the "2026 Hainan Free Trade Port International Talent Cultural Experience Season Launch Event and 'Qin Melodies of Intangible Heritage · Dragon Boat Festival Celebration' Activity" was successfully held at the Hainan Provincial Cultural Center. The event was guided by the Talent Development Bureau of the Hainan Provincial Committee of the Communist Party of China and the Hainan Provincial Department of Science and Technology (Hainan Provincial Foreign Experts Bureau), jointly organized by the Hainan Free Trade Port International Talent Club and the Hainan Provincial Cultural Center (Hainan Provincial Intangible Cultural Heritage Center), and co-organized by the Haikou Municipal Foreign Experts Bureau, Haikou International Talent Home, Haikou Municipal Cultural Center, Haikou Intangible Cultural Heritage Protection Center, the Guqin Research Association of the Hainan Provincial Ethnic Orchestra Association, and Hainan University. Over 120 international talent representatives from China as well as countries including the United States, Russia, Portugal, and Pakistan gathered to celebrate the Dragon Boat Festival while appreciating the beauty of intangible cultural heritage and experiencing its distinctive folk charm.

省外专局持续优化人才服务保障政策体系不断完善海南省科技厅副厅长、省外国专家局局长蒙巍出席活动并致辞，向全体在琼中外人才致以端午节日问候，并宣布2026年海南自贸港国际人才文化体验季正式启动。据介绍，该体验季将以传统节日、特色文化活动为载体，打造系列常态化文化服务，丰富国际人才精神文化生活，展现海南自贸港兼容并蓄、开放多元的发展风貌。

The Hainan Provincial Bureau of Foreign Experts Affairs has continuously optimized its talent service and support policy framework. Meng Wei, Deputy Director of the Hainan Provincial Department of Science and Technology and Director of the Provincial Bureau of Foreign Experts Affairs, attended the event and delivered a speech, extending Dragon Boat Festival greetings to all foreign talents in Hainan while announcing the official launch of the 2026 Hainan Free Trade Port International Talent Cultural Experience Season. According to reports, this initiative will leverage traditional festivals and distinctive cultural activities to establish regular cultural services, enriching the spiritual and cultural lives of international talents while showcasing the inclusive, open, and diverse development profile of the Hainan Free Trade Port. Meng emphasized that the bureau consistently upholds principles of openness, inclusiveness, mutual benefit, and shared prosperity, continuously improving mechanisms for managing foreign talent services.

蒙巍表示，省外专局始终秉持开放包容、互惠共享的理念，持续优化外国人才服务管理体制机制。近年来，省外国专家局牵头推行外国人来华工作、居留、社保“一件事”联办，实现了证卡融合，“让数据多跑路，专家少跑腿”；在国家部委的支持下，全力推进“外国人才服务保障综合配套改革试点”；设立省级外国专家项目和引才引智示范基地，吸引集聚高层次外国专家来琼开展合作交流；重启“椰岛友谊奖”评选，表彰为海南经济社会发展作出突出贡献的外国专家。通过系列务实举措，省外专局持续优化中外人才在琼创新创业环境，不断提升人才服务保障水平。

In recent years, the bureau has pioneered integrated processing systems for foreigners 'work permits, residency applications, and social security procedures, achieving seamless integration of documents to "let data do the running instead of experts." With support from national ministries, it has advanced the "Comprehensive Reform Pilot Program for Foreign Talent Services," established provincial-level foreign expert programs and talent recruitment bases, and revived the "Coconut Island Friendship Award" to recognize outstanding contributions by foreign experts to Hainan's economic and social development. Through these practical measures, the bureau continues to enhance the innovation and entrepreneurship environment for Chinese and foreign talents in Hainan while elevating overall talent support standards.

活动现场人才服务解读环节，人才集团相关工作人员详细介绍了海南自贸港国际人才俱乐部的功能定位与综合服务能力。据介绍，海南自贸港国际人才俱乐部于2025年7月在海南控股旗下海南人才集团正式挂牌成立，定位为自贸港国际人才服务枢纽，致力于打造国际人才的交流平台、产才对接平台和国际推介窗口。相关负责人重点讲解了高层次人才管家式服务体系，涵盖工作许可与居留许可一站式办理、个税社保咨询、住房保障、子女入学、医疗绿色通道、驾照转换、银行开户等全方位执业与生活代办服务，让在场中外人才全面了解了自贸港暖心、高效的人才保障政策。

During the talent service briefing session at the event, representatives from Hainan Talent Group provided a detailed introduction to the functional role and comprehensive services offered by the Hainan Free Trade Port International Talent Club. Established in July 2025 under Hainan Holding's Hainan Talent Group, the club is positioned as an international talent service hub for the free trade port, dedicated to serving as a platform for international talent exchange, industry-talent matching, and global promotion. The organizers highlighted the tailored support system for high-level talents, which includes one-stop services for work and residence permits, personal income tax and social security consultations, housing assistance, children's education arrangements, medical priority access, driver's license conversions, and bank account opening – offering comprehensive support for both professional and daily needs. This enabled attending domestic and international talents to gain a thorough understanding of the free trade port's thoughtful and efficient talent support policies.

During the "My Stories in Hainan" sharing session, two representatives of foreign professionals took turns speaking on stage to share their personal experiences. Foreign experts who have lived and worked in Hainan for many years stepped onto the podium, describing their perspectives on the Hainan Free Trade Port based on firsthand accounts. Focusing on themes such as cultural adaptation, career development, and integration into local life, they recounted heartwarming stories about establishing roots in the free trade port and adapting to local living conditions. 古韵流芳，琴音悠扬。非遗古琴展演体验环节精彩纷呈。古琴是世界上最古老的民族乐器之一，已有三千多年历史，位列中国传统文化四艺“琴棋书画”之首，被誉为“太古之音”。活动特别邀请专业古琴演奏家接连演绎《酒狂・桃花庵歌》《关山月》《流水》等经典曲目，以及海南本土民歌《久久不见久久见》等作品，古韵雅乐与海岛乡音交融碰撞，别具风情。通过中英双语讲解，普及古琴非遗历史与文化内涵，并邀请中外人才分组参与古琴指法教学体验，活动尾声，全场中外人才伴随着温润琴音，共同合唱奥运经典歌曲《我和你》。歌词里心连心、共住地球村的内核，恰好呼应本次活动以端午民俗为纽带、以古琴非遗为桥梁，推动中外文明交流互鉴的初心。一方古琴古韵，一曲世界和声，传统东方文化与国际人文情怀完美相融。

With ancient charm and melodious tones, the intangible cultural heritage guqin performance session was exceptionally vibrant. The guqin is one of the world's oldest traditional Chinese instruments, boasting a history of over three thousand years. It ranks first among the four traditional arts of China—qin, chess, calligraphy, and painting—and is hailed as "the sound of antiquity." The event featured performances by professional guqin virtuosos presenting classic pieces such as "Jiu Kuang • Tao Hua An Ge," "Guan Shan Yue," and "Liushui," along with local Hainan folk songs like "Jiu Jiu Bu Jian, Jiu Jiu Jian." The fusion of classical music and regional island dialects created a unique ambiance. Through bilingual Chinese-English explanations, participants gained insights into the historical and cultural significance of guqin heritage. International experts were invited to lead group sessions on guqin fingering techniques, followed by a collective chorus of the Olympic anthem "Me and You" to the soothing melodies. The lyrics' emphasis on mutual connection and shared global identity perfectly align with the event's mission: fostering cultural exchange between China and the world through Dragon Boat Festival traditions and guqin heritage. A piece of ancient guqin music harmonizes traditional Eastern culture with international humanistic values—a perfect blend of tradition and global spirit.

最后，全体中外人才参加了端午香囊制作体验。识香环节深入了解沉香的历史渊源与药用价值，制香环节大家亲手研磨沉香、艾草等天然香料，缝制具有海南特色的端午香囊，在动手体验中沉浸式感受端午民俗与海南沉香文化的独特底蕴。

Finally, all participants from China and abroad joined a hands-on experience in crafting Dragon Boat Festival sachets. During the incense appreciation session, they delved into the historical origins and medicinal value of agarwood; in the crafting session, everyone personally ground natural fragrances such as agarwood and mugwort, and sewed sachets embodying Hainan's distinctive cultural characteristics, immersively experiencing the unique traditions of the Dragon Boat Festival and the rich heritage of Hainan's agarwood culture through practical engagement.
