随着海南自由贸易港建设不断深化，加之 “一带一路” 国际合作持续推进，越来越多外籍学子选择来海南攻读学历课程、进修汉语。海南省教育厅已正式认定 18 所高等院校具备招收外国留学生的资质，同时有多所中小学、外籍人员子女学校可接收外籍在读学生，完整名单如下：
一、本科及研究生层次高校（18 所，可招收学历留学生 + 汉语进修生）
1. 公办本科院校（海口为主）
1）海南大学（双一流） 海南综合实力最强高校，开设本科、硕士、博士全层次国际学生项目，农学、海洋工程、旅游管理、经管类优势突出，常年招收东南亚、欧美留学生，配套完善的留学生宿舍与奖学金体系。
2）海南师范大学 文科强项，汉语言文学、对外汉语、教育类专业热门，非常适合外籍学生学习中文与师范课程。
3）海南医学院 医药类本科、硕士项目，接收医学专业外国留学生。
4）海南热带海洋学院（三亚） 海洋科学、旅游、东南亚小语种专业优势明显，面向东盟留学生开放名额。
2. 民办本科院校
1）三亚学院 全国顶尖民办本科，旅游管理、商科、信息技术专业成熟，留学生配套服务完善。
2）海口经济学院 航空、文旅、财经类专业，招收长期学历生与短期语言进修生。
3. 公办高职院校（大专学历 + 汉语培训）

北京邮电大学、中国传媒大学、电子科技大学、北京语言大学等高校的中外合作学院，同步开放国际学生申请通道。
二、中小学阶段（外籍中小学生就读）
1. 普通公立 / 民办中学（19 所，具备外籍生源招收资质） 海南中学、海口一中、海南华侨中学、海师附中、海口中学、北大附中海口学校、人大附中三亚学校等全省优质公办、民办中小学，可接收外籍中小学生插班就读。
2. 专门外籍人员子女学校（仅招收外籍孩童） 海口哈罗外籍人员子女学校、海口英雅盛彼得外籍人员子女学校、三亚国际外籍人员子女学校，纯国际化课程体系。
With the continuous advancement of the Hainan Free Trade Port and the steady progress of international cooperation under the Belt and Road Initiative, a growing number of overseas students choose to pursue degree programmes and study Chinese language in Hainan. The Hainan Provincial Department of Education has officially accredited 18 higher education institutions to enrol international students. In addition, numerous primary and secondary schools as well as schools for children of foreign nationals are eligible to admit overseas students. The full list is shown below:
I. Universities Offering Undergraduate and Postgraduate Programmes (18 institutions, admitting degree-seeking international students and Chinese language students)
1 Public Undergraduate Universities (mainly located in Haikou)
1) Hainan University (Double First-Class University)
As the most comprehensive university in Hainan, it offers full-spectrum international programmes covering bachelor’s, master’s and doctoral degrees. It enjoys outstanding strengths in agronomy, ocean engineering, tourism management, economics and management. It regularly enrols students from Southeast Asia, Europe and America, and provides well-equipped dormitories and a complete scholarship system for international students.
2) Hainan Normal University
It excels in liberal arts. Majors such as Chinese Language and Literature, Teaching Chinese to Speakers of Other Languages, and Education are highly popular. It is an ideal choice for international students learning Chinese and teacher-training programmes.
3) Hainan Medical University
It offers undergraduate and postgraduate programmes in medicine and pharmacy and admits international students majoring in medical sciences.
4) Hainan Tropical Ocean University (Sanya)
It boasts prominent strengths in marine science, tourism and Southeast Asian minor languages, with admission quotas available for students from ASEAN countries.
2 Private Undergraduate Universities
1) Sanya University
It ranks among China’s top private undergraduate universities. It has well-established programmes in tourism management, business studies and information technology, together with comprehensive supporting services for international students.
2) Haikou University of Economics
It offers majors in aviation, cultural tourism and finance. The university recruits long-term degree students and short-term Chinese language learners.
3 Public Vocational Colleges (Offering Associate Degree Programmes & Chinese Language Training)

5 Sino-Foreign Cooperative Universities in Lingshui Li’an International Education Pilot Zone
Sino-foreign joint colleges run by Beijing University of Posts and Telecommunications, Communication University of China, University of Electronic Science and Technology of China, Beijing Language and Culture University and other universities also accept applications from international students.
