"If I hadn't been in Hainan, I might never have made up my mind to start a business," several foreign professionals told People's Daily Online reporters at the Haikou International Talent Center on November 17. They shared how local talent support policies helped them embark on entrepreneurial journeys and engage in volunteer activities, while also sharing their firsthand experiences with the "Haikou Model" for serving foreign talents.

“最开始的时候，我一个外国人什么都不熟悉，他带我去了很多地方参观学习，帮我联系合作对象，这里对我的帮助太大了。”生活在海南省海口市的加纳籍创业者钱成诚口中的“他”，是海口国际人才之家的运营负责人皮进宇。在海口国际人才之家的帮助下，钱成诚创立的贸易公司在短短一年时间里规模迅速扩大，海口也被钱成诚视为“最像家的地方”。
"At first, as a foreigner, I knew nothing about the local environment. He took me to many places for visits and learning and helped me connect with potential partners; his support was invaluable," said Qian Chengcheng, a Ghanaian entrepreneur living in Haikou City, Hainan Province. The person he referred to is Pi Jinyu, the operations manager of the Haikou International Talent Home. With the support of this institution, the trading company founded by Qian Chengcheng expanded rapidly within just one year, and Haikou has come to be regarded by him as "the place that feels most like home."

海南自由贸易港建设如火如荼，正吸引着越来越多的国际人才前来追逐梦想。近年来，海口把人才引进与服务管理作为重点工作，用心打造国际人才逐梦“栖息地”，不断提升他们工作和生活的便利化程度。2021年，在海口市科学技术和工业信息化局的指导下，国际人才服务平台“海口国际人才之家”成立。许多生活在海口的外籍人士的创业梦想，从这里启航。
The development of the Hainan Free Trade Port is progressing vigorously, attracting an increasing number of international talents to pursue their dreams. In recent years, Haikou has prioritized talent recruitment and service management, dedicated to creating a welcoming environment for international professionals and continuously enhancing the convenience of their work and daily lives. In 2021, under the guidance of the Haikou Municipal Bureau of Science, Technology and Industry for Information Technology, the International Talent Service Platform "Haikou International Talent Home" was established. Many foreign residents in Haikou have launched their entrepreneurial journeys from this platform.

截至2025年10月，海口国际人才之家累计引进外籍人才超500名，成功举办5期外籍人才创业孵化培训班，累计服务孵化200多人次，成功帮助外籍人才创立企业近50家。
As of October 2025, the Haikou International Talent Home has recruited over 500 foreign professionals, successfully conducted five entrepreneurship incubation training programs for foreign talents, provided incubation services to more than 200 individuals, and assisted nearly 50 foreign talents in establishing their own businesses.

同样，这些“异乡人”，也在用自己的方式努力拥抱这座城市。2023年，新加坡国立大学退休教授符积虎与妻子被海南自贸港蓬勃发展的前景深深吸引，决定来到海口，希望通过志愿服务帮助更多外籍人士融入海口。在外籍人才创业孵化班上，符积虎利用自己的专业知识带领学员们讨论创业项目，他还多次参加海口国际人才志愿服务团在白沙黎族自治县、琼中黎族苗族自治县开展的英语兴趣公益课。“我的祖籍是海南文昌，能为家乡的年轻人做一些事情是我的荣幸。海南自贸港的建设离不开年轻的下一代，学好外语、培养国际化视野对他们来说非常重要，我愿意尽我所能提供帮助，为自贸港建设贡献一份力量。”符积虎说。
Similarly, these "strangers" are also striving to integrate into the city in their own ways. In 2023, retired Professor Fu Jihu of the National University of Singapore and his wife were deeply attracted by the promising prospects of the Hainan Free Trade Port and decided to relocate to Haikou, aiming to help more foreigners adapt through volunteer services. During entrepreneurship incubation programs for foreign professionals, Fu leveraged his expertise to guide participants in discussing business ventures. He has also frequently attended English interest-based public welfare classes organized by the Haikou International Talent Volunteer Service Team in Baisha Li Autonomous County and Qiongzhong Li and Miao Autonomous County. "My ancestral home is Wenchang, Hainan, and it's an honor to contribute to the young people there. The development of the Hainan Free Trade Port relies heavily on the younger generation, and mastering foreign languages along with cultivating an international perspective is crucial for them. I'm committed to providing all possible assistance to support this initiative," said Fu Jihu.

2024年8月，海口国际人才之家运营的海口国际人才志愿服务团成立，如今已吸引了包括符积虎在内的65名热心公益的外籍人士加入，累计开展政策宣讲、社区服务、文化交流、赛事保障等各类志愿活动80余场，服务各界群众超3000人次。人与城的“双向奔赴”，让生活在海口的外籍人士越来越有归属感。
In August 2024, the Haikou International Talent Volunteer Service Team operated by the Haikou International Talent Home was established. To date, it has attracted 65 foreign nationals dedicated to public welfare, including Fu Jihu, and has organized over 80 volunteer activities covering policy promotion, community service, cultural exchange, and event support, serving more than 3,000 individuals from various sectors. This mutual engagement between foreigners and the city has significantly enhanced the sense of belonging among expatriates living in Haikou.

在海口国际人才之家的一面展示墙上，“为海南自由贸易港建设汇聚四方之才”几个字格外醒目。皮进宇说，随着海南自贸港即将启动“封关”，全世界会有更多外籍人士关注到海南，来到海南，“我们愿意为他们提供更多更优质、更入心的服务，助力他们筑梦海南。”
On a display wall at the Haikou International Talent Center, the phrase "Gathering talents from around the world for the development of Hainan Free Trade Port" stands out prominently. Pi Jinyu noted that as the Hainan Free Trade Port is about to commence its customs closure phase, more international visitors will become aware of and visit Hainan. "We are committed to providing them with higher-quality, personalized services to help them realize their dreams in Hainan."
