9 月 30 日下午，陵水县委组织部部务委员应文魁带队，陵水县工商联副主席黎丁阳、国际人才代表黄德福等一行 5 人莅临海口国际人才之家开展调研交流，实地考察国际人才阵地建设与服务开展情况，共同探讨国际人才服务阵地建设路径。
On the afternoon of September 30, a five-member delegation led by Ying Wenkui, a member of the executive committee of the Organization Department of the Lingshui County Party Committee, including Li Dingyang, vice chairman of the Lingshui County Federation of Industry and Commerce, and Huang Defu, a representative of international talents, visited the Haikou International Talent Community to conduct research and exchange activities. The delegation carried out on-site inspections of the development of international talent service platforms and related service operations, and jointly explored pathways for building such international talent service platforms.
调研团首先实地走访海口国际人才之家，现场听取阵地讲解，详细了解阵地功能布局、软硬件配置、日常服务运行等基本情况。在随后召开的座谈交流会上，海口国际人才之家相关负责人对调研组一行的到访表示欢迎，围绕阵地组织架构、运营管理模式、人员配置、制度建设、经费保障机制以及国际人才业务开展、人才交流活动举办、国际化人才氛围营造等方面，分享海口国际人才之家建设运营的实践经验。会上，介绍了 海口国际人才之家成立以来的国际人才服务工作相关情况，并重点介绍了重点“海口 Yeah” 海口国际人才志愿服务团、海口国际人才足球队两大特色人才品牌，展示海口依托特色社团载体，丰富在琼国际人才业余文化生活，促进中外人才互动交融的工作成效。同时介绍正在开发、将于 10 月 1 日正式上线发布的 “才汇港” 一站式国际人才综合服务平台，讲解平台数字化服务功能设计思路，分享以数字化手段提升国际人才服务便利度的探索实践。
The delegation first conducted an on-site visit to the Haikou International Talent Center, where they received an on-site briefing to gain a detailed understanding of the center's functional layout, hardware and software configurations, and daily operational services. During the subsequent symposium, the relevant officials of the Haikou International Talent Center extended a warm welcome to the delegation and shared practical experience in the construction and operation of the center, covering aspects such as organizational structure, operational management models, staffing, institutional development, funding mechanisms, as well as the facilitation of international talent-related services, organization of talent exchange activities, and cultivation of an international talent ecosystem. At the meeting, the officials outlined the progress of international talent services since the establishment of the Haikou International Talent Center, with particular emphasis on two flagship talent initiatives: the "Haikou Yeah" Haikou International Talent Volunteer Service Team and the Haikou International Talent Football Team. They highlighted how Haikou has leveraged specialized community clubs to enrich the extracurricular cultural life of international talents in Hainan, thereby fostering interaction and integration between domestic and foreign professionals. Additionally, the officials introduced "Caihui Port" —a one-stop comprehensive service platform for international talents currently under development, which is set to be officially launched on October 1. They elaborated on the design philosophy behind the platform's digital service functionalities and shared their exploratory practices in utilizing digital tools to enhance the accessibility and convenience of services for international talents.
调研组结合陵水县筹建国际人才工作站的现实需求，就阵地建设、运营管理、活动策划、服务落地等实操问题与我方开展深入交流，认真借鉴海口国际人才之家的成熟经验做法，现场咨询阵地建设相关实操建议。双方围绕国际人才服务专业化、规范化建设开展充分研讨，交换工作思路。
In light of the practical needs of Lingshui County in establishing an international talent workstation, the research team engaged in in-depth discussions with our organization regarding operational issues—including facility construction, operational management, event planning, and service implementation—while actively drawing on the proven experiences and best practices of the Haikou International Talent Community. The research team also sought on-site practical recommendations for facility development. Both parties conducted thorough deliberations on the professional and standardized development of international talent services, exchanging strategic approaches and insights.
此次调研交流，搭建起市县国际人才工作互学互鉴的沟通桥梁。下一步，海口国际人才之家将持续发挥阵地示范作用，加强与省内各市县人才工作部门沟通联动，分享阵地建设与人才服务经验，携手提升全省国际人才服务保障水平，共同打造更有温度、更具活力的国际化人才发展环境。
This research and exchange initiative has established a communication bridge for mutual learning and exchange among municipal and county-level governments regarding international talent initiatives. Moving forward, the Haikou International Talent Hub will continue to serve as a model platform, strengthen coordination and collaboration with talent-related departments across various municipalities and counties within the province, share best practices in platform development and talent services, work together to elevate the quality of international talent support services throughout the province, and jointly cultivate a more people-oriented and dynamic international talent development ecosystem.
