We aim to leverage this column as a platform to showcase the commitment and humanistic approach of Hainan's talent development initiatives, foster coordinated efforts across all levels, and continuously cultivate a strong culture of respecting, valuing, and nurturing talent, enabling more professionals to settle in Hainan and contribute to the Free Trade Port. How can international talents find fertile ground for innovation and entrepreneurship, as well as stable living environments, in the core area of the Free Trade Port? Haikou has developed its own practical solutions aligned with the "Six Cities" development vision. Through iterative upgrades to comprehensive policy frameworks, substantial financial support for international talents' entrepreneurial endeavors, establishment of diversified service platforms, creation of tailored support systems covering the entire talent lifecycle, and expansion of operational frameworks to enhance the working and living conditions for foreign professionals—Haikou has consistently attracted global talent with an inclusive approach, addressed their concerns through targeted, compassionate services, and built a world-class talent ecosystem tailored to the Free Trade Port's needs, positioning itself as a premier destination for innovation and entrepreneurship worldwide.

完善创新创业生态
随着《海口市支持留学人员创新创业若干措施》的出台，留学人员自主创立的小微企业可申请最高额度400万元的创业贷款担保支持；每孵化1个留创企业，留创园区将获得5万元的一次性奖励，最高额度可达到50万元。《进一步支持中国（海口）留学人员创业园高质量发展的若干措施》围绕支持企业、赋能园区、吸引人才、优化服务等方面提出7条具体支持举措。对在创新创业大赛获奖的留创企业，给予最高100万元的一次性资金奖励，支持优质项目落地生根；对于首次全职引进A、B、C、D、E类高层次人才的留创企业可获每人2万至30万元不等的引才奖励，推动形成“以企引才、以才促业”的良性循环。《<关于支持引进培育科技人才促进企业创新发展的若干措施>实施细则》对企业以项目引才方式柔性引进的外国专家，最高给予不超过5万元的资助；支持中国热带农业科学院热带作物品种资源研究所设立中国—刚果(布)现代农业技术“一带一路”联合实验室，计划给予250万元奖励。《海口江东新区关于支持外籍人才集聚的若干措施》对入驻生态CBD的企业，给予前两年最高50%的租金和物业费补贴；经营满一年后，还可根据租赁面积获得3万至10万元不等的一次性奖励；着力打造“江东国际人才社区”，构建国际化生活氛围与社交网络。目前中国（海口）留学人员创业园正加速前行，现有国家级孵化器2个、众创空间2个、双创示范基地4个，孵化区总面积近4.41万平方米，累计引进外资和留创企业超200家。
With the introduction of the "Several Measures for Supporting Overseas Returnees' Innovation and Entrepreneurship in Haikou City," small and micro enterprises independently established by overseas returnees can apply for entrepreneurial loan guarantees with a maximum amount of 4 million yuan; for each incubated overseas returnee enterprise, the overseas returnee park will receive a one-time reward of 50,000 yuan, with a maximum total reward of 500,000 yuan. The "Several Measures to Further Support the High-Quality Development of the China (Haikou) Overseas Returnees Entrepreneurship Park" proposes seven specific support measures focusing on assisting enterprises, empowering parks, attracting talent, and optimizing services. Overseas returnee enterprises that win awards in innovation and entrepreneurship competitions will receive a one-time financial reward of up to 1 million yuan to facilitate the implementation of high-quality projects; those that hire full-time high-level talents from categories A, B, C, D, or E for the first time may receive talent recruitment rewards ranging from 20,000 to 300,000 yuan per person, fostering a virtuous cycle of "enterprises attracting talent and talent driving business growth." The "Implementation Rules for Several Measures to Support the Recruitment and Cultivation of Scientific and Technological Talents to Promote Enterprise Innovation" provides subsidies of up to 50,000 yuan for foreign experts flexibly recruited through project-based talent introduction programs; it also supports the establishment of the China–DRC Modern Agricultural Technology "Belt and Road" Joint Laboratory at the Tropical Crop Variety Resources Institute of the China Academy of Tropical Agricultural Sciences, with a planned reward of 2.5 million yuan. The "Several Measures of Haikou Jiangdong New Area for Supporting the Agglomeration of Foreign Talents" provides enterprises relocating to the Eco-CBD with rent and property fee subsidies of up to 50% for the first two years; after operating for one year, they may also receive a one-time reward ranging from 30,000 to 100,000 yuan based on the leased area. The initiative aims to build the "Jiangdong International Talent Community," fostering an international living atmosphere and social network. Currently, the China (Haikou) Overseas Returnees Entrepreneurship Park is advancing rapidly, featuring two national-level incubators, two co-working spaces, and four innovation and entrepreneurship demonstration bases, with a total incubation area of nearly 44,100 square meters and having attracted over 200 foreign-funded and overseas returnee enterprises.

当下，海口正创新开展留学人才回国“一站式”服务试点，聚焦留学回国人员创新创业中“数据孤岛、服务碎片化、办事多头跑”痛点，建立跨部门数据共享与业务协同清单，集成人才住房补贴、档案流转、高层次人才认定、参保登记等38项具体服务事项，纳入“留学人才回国服务一件事”范畴，依托“海易办”平台实现“一网申报、一窗反馈”。目前，留学回国人才关心关注的首批19个高频服务事项即将正式上线使用。此外，海口还授权第三方服务机构为留学回国人员提供免费帮办代办服务，让“海归”人才“轻装上阵”，安心干事创业。在外籍人才创新创业孵化班结业典礼上，“孵化班让我学到了更多创业知识，海口将成为我在自贸港创业的新起点。”来自摩洛哥的学员亚当信心满满地说。Currently, Haikou is pioneering a pilot program for "one-stop" services for returning overseas students, addressing key challenges in their entrepreneurial endeavors such as data silos, fragmented services, and multiple administrative visits. The city has established a cross-departmental data-sharing framework and collaborative service list, integrating 38 specific services—including housing subsidies, document processing, high-level talent certification, and social insurance registration—into the unified "One-Stop Service for Returning Overseas Talents" system. Through the "Haizhiban" platform, applicants can now submit applications online and receive feedback at a single window. The first batch of 19 high-demand services addressing returnees' needs is set to launch soon. Additionally, Haikou has authorized third-party agencies to provide free assistance services, enabling returnees to focus on their ventures without bureaucratic burdens. At the graduation ceremony of the Foreign Talent Entrepreneurship Incubation Program, Moroccan participant Adam expressed confidence: "This program has equipped me with essential startup knowledge, positioning Haikou as my ideal base for entrepreneurship in the Free Trade Port."
“海口国际人才之家”平台运营以来，已成功引进多名外籍人才专家，成立两家海南省外籍院士工作站，推动国际先进技术转化。其中贾银锁院士团队的紫玉米项目已实现年产值超500万元；开展100多次中外人才交流和项目对接活动，吸引优质国际人才项目、投资机构及行业龙头代表参与，参与人员超过3000人次；举办外籍人才创业孵化班，孵化外籍创新创业人才总计超200人次；开展外籍人才资源及项目对接合作，累计举办面向未来和青年外国企业家创业培训、碳基全球相变科技产品出海推介会、国际人才创业路演暨资源对接会等。同时，在“热带海南英文网”开设《外国人在海口》宣传栏目，年浏览量超百万人次，成为国际友人了解海口、融入海口的重要线上窗口。
Since its launch, the "Haikou International Talent Hub" platform has successfully attracted numerous foreign experts and established two Hainan Provincial Foreign Academician Workstations, facilitating the adoption of advanced international technologies. Notably, the purple corn project developed by Academician Jia Yinsuo's team has achieved an annual output value exceeding 5 million yuan. The platform has organized over 100 Sino-foreign talent exchange events and project matchmaking sessions, drawing participation from top international talent programs, investment institutions, and industry leaders—totaling more than 3,000 attendees. It has also hosted entrepreneurship incubation programs for foreign innovators, nurturing over 200 startups. Additionally, the platform has facilitated resource collaborations by hosting initiatives such as future-oriented training workshops for young foreign entrepreneurs, global promotion events for carbon-based phase-change technology products, and international talent startup roadshows with resource matching platforms. Furthermore, the "Tropical Hainan English Website" features a dedicated section titled "Foreigners in Haikou," which receives over one million annual visits, serving as a key online gateway for international visitors to learn about and integrate into Haikou.

“只要在手机上打开电子社保卡APP，就可以看到个人工作许可信息，不用随身携带证件，还能享受‘一卡通’服务，简直太便利了。”定居在海口的David Adrian Janke发出感慨。近年来，海口在全省率先设立“外国人服务综合窗口”，实现工作许可和居留许可信息共享；率先实施外国人才工作许可跨省单向认可试点工作，支持外籍人才在海南自贸港及与海南建立合作机制地区之间自由流动；全省首发新版外国人来华工作许可电子证照，实现“一卡多用”；全省首推“双主体”信用等级评定机制，将信用等级“四色名单”嵌入政务服务，以信用监管实现“容缺后补审批”等服务。2024年、2025年连续两年入选外籍人才眼中最具吸引力的中国城市，位列大中城市外籍人才吸引力指数榜首城市，在海口工作的外国人数量创历史新高。以才兴城，以城聚才。海口正以海纳百川的开放之姿拥抱全球英才，以精准务实的暖心之举厚植人才沃土。未来，海口也将持续深耕国际化人才发展生态，不断擦亮国际人才创新创业优选地的金字招牌，为海南加快建设人才荟萃之岛、技术创新之岛持续贡献省会力量。
"By simply opening the electronic social security card app on your smartphone, you can access personal work permit information without carrying physical documents and enjoy 'one-card' services—it's simply convenient," remarked David Adrian Janke, who resides in Haikou. In recent years, Haikou has pioneered the establishment of a "Comprehensive Foreigner Service Window" across the province to achieve information sharing between work permits and residence permits; it was the first to implement a pilot program for cross-provincial one-way recognition of work permits for foreign talents, facilitating free movement of foreign professionals between the Hainan Free Trade Port and regions with established cooperation mechanisms; it launched the province's first updated electronic work permit certificate for foreigners, enabling multi-functional use of a single card; and it introduced the inaugural "dual-subject" credit rating mechanism, integrating a four-color credit ranking system into government services to enable services such as "post-deficiency approval based on supplementary documentation." For two consecutive years (2024 and 2025), Haikou has been ranked as the most attractive China city for foreign talents, topping the attractiveness index among major cities, with the number of foreigners working in the city reaching a historic high. By fostering talent-driven urban development and attracting talent through city-oriented initiatives, Haikou is embracing global talents with an open-minded approach while cultivating a fertile ground for talent through precise and pragmatic measures. Moving forward, Haikou will continue to strengthen its international talent ecosystem, further enhancing its reputation as a premier destination for innovation and entrepreneurship among global talents, and contributing significantly to Hainan's efforts in building itself into an island of talent and technological innovation.
