(3) A motor vehicle driver's license issued by the traffic management department of China's public security authorities, or a valid temporary driving permit;
(4) Permanent residence or residence permit documents (may be submitted with deficiencies).

21. How can foreign professionals apply for vehicle purchase quotas?
Answer: The application process for vehicle purchase quotas for foreign professionals is as follows:
(1) Log in to the Hainan Free Trade Port Passenger Vehicle Ownership Regulation Management Information System (https://www.hnjdctk.gov.cn/) or the Hainan Free Trade Port People's Government Government Services Website (https://wssp.hainan.gov.cn/) to register an account;
(2) Applicants shall bring the required documents to the vehicle management office's registration window at their place of residence or employment to submit the application.
(3) For applications involving other allocation indicators, the allocation results will be notified within 15 working days after submission; for applications participating in the lottery, the allocation results will be announced on the 26th of each month.
