海南自贸港外籍人士驾驶证考取、境外驾照换领政策规定

政策依据

《机动车驾驶证申领和使用规定》（公安部令第 172 号）、海南省公安厅交管局境外人员车驾管便民细则、海南自贸港外籍人才便利化配套政策

第一章 外籍人士全新考取中国驾驶证（无境外驾照）

一、报考准入身份条件（海南全域执行）

（一）外国人

持有有效期≥90 天护照、签证 ／ 外国人居留许可；已办理海南公安住宿登记；持有外国人永久居留身份证可直接报考，无居留时长限制。

（二）港澳台居民

港澳居民来往内地通行证 ／ 台湾居民来往大陆通行证 ＋ 海南住宿登记单；持有港澳台居民居住证可免住宿登记证明。

（三）短期入境访客（停留＜90 天）

无法直接报考正式驾驶证，仅可办理临时机动车驾驶许可。

二、基础报考要求

（一）年龄、身体标准与内地居民统一：C1／C2 满 18 周岁；70 周岁以上需每年提交体检 ＋ 三力测试；无色盲、无妨碍安全驾驶疾病。

（二）无户籍、社保前置要求，凭居留证件即可在海南任意市县驾校报名、全省考场通考。

（三）考试流程：科目一（理论）→科目二场地→科目三道路实操→科目四安全文明，全部合格当日核发驾驶证；科目一通过后学习证明有效期 3 年。

（四）配套人才政策：自贸港认定高端 ／ 紧缺外籍人才，驾考预约绿色通道，优先安排考场。

三、驾考语言专项规定

（一）理论科目（科目一、科目四）多语种考试政策

1. 海南考场无纸化理论考试系统内置8 种官方外语试卷：英语、法语、德语、西班牙语、日语、韩语、俄语、阿拉伯语，外籍考生可自主任选语种答题，题库全国统一。

2. 操作流程：预约考试入场前，主动告知考场工作人员所需考试语种，系统可即时切换对应外文试题，无需提前报备。

3. 港澳台考生可选择简体中文、繁体中文两种试卷版本。

4. 限制说明：仅支持上述 8 类外语，小众小语种暂无配套试题，考生只能选择英语或中文完成理论考试。

（二）实操科目（科目二、科目三）语音语言规则

1. 场地、道路实操考试仅提供中文语音指令，无外文播报、外文试题、外文考官引导服务。

2. 语言解决途径：

￮ 考前由驾校配备双语教练，提前用外语讲解操作流程、点位标准；

￮ 考试当天可自备持有翻译资质的随行翻译人员到场辅助理解指令，翻译人员不得进入考试车内，仅可在考场等候区等候；

￮ 自贸港重点园区（江东新区、复兴城、崖州湾）考场可提前预约官方双语引导志愿者。

（三）线下业务窗口办事语言服务

各车管所、政务大厅车驾管窗口配备英语专职接待人员；法语、日语、韩语等小语种业务可提前 1 个工作日电话预约线上实时翻译协助办理材料审核。

四、报考必备材料

（一）外国人：护照原件、有效居留许可、派出所出具住宿登记凭证、驾驶人身体条件证明、1 寸白底免冠证件照；

（二）港澳台居民：通行证 ／ 台胞证、住宿登记单（持有居住证免提供）、体检表、证件照；

（三）代办：仅可由正规驾校统一代办报名，个人委托第三方代办不予受理。

第二章 持境外驾驶证换领国内正式驾驶证

一、换证硬性准入门槛（缺一不可）

（一）境外驾照为正式有效驾照，实习证、临时驾照、学习证不可换证；

（二）取得境外驾照当年，在驾照核发国家 ／ 地区累计居留满 90 天；

（三）申请 A／B 大中型客货车准驾：境外对应大车驾龄满 2 年；

（四）短期旅游签证、居留不足 90 天，不能换正式驾照，仅能办理临时驾驶许可；

（五）境外归国华人专属放宽：境外驾照过期不超 6 个月，仍可正常换证。

二、考试区分规则（配套语言说明）

（一）小型车（C1／C2 等）：仅需参加并通过科目一，可自选 8 种外语试卷作答；

（二）大中型客货车（A／B 类）：需考完科目一、科目二、科目三；科目一可选外语，科目二、三仅中文语音指令；

（三）外交豁免人员（外国驻华领事、国际组织代表）：按外交对等政策免考直接换证；

（四）时效限制：车管所受理换证申请起，3 年内必须完成全部考试，逾期材料作废。

三、全套办理材料

1. 身份凭证

￮ 外籍人员：护照 ＋ 有效期内居留许可 ＋ 公安住宿登记证明 ／ 外国人永久居留身份证；

￮ 港澳台：通行证 ＋ 住宿登记单 ／ 港澳台居民居住证；

2. 境外驾驶证原件（需在有效期内）；

3. 驾照中文翻译件强制要求：境外驾照无中文的，必须由正规备案翻译机构 ／ 公证处出具盖章中文译本，个人翻译、软件直译、图文店简易翻译均无法律效力，车管所不予受理；

4. 联网驾驶人体检证明（海南医院、自助体检机均可，数据自动同步交管系统）；

5.1 寸白底免冠证件照（车管所现场可自助拍摄）。

四、办理流程（海南车管所线下专属业务，12123 暂不支持境外换证）

1. 备齐全部材料，前往海口、三亚及各市县车管所驾考窗口提交审核；

2. 审核通过后预约对应科目考试，入场前确认理论考试语种；

3. 全部科目考试合格，完成交通安全警示教育、宣誓；

4. 当场核发中华人民共和国机动车驾驶证。

第三章 短期入境：临时机动车驾驶许可（无长期居留）

一、适用人群

入境旅游、商务访问，停留不超过 1 年，未办理长期居留许可的外籍、港澳台人员。

二、有效期规则

• 停留≤3 个月：临时许可有效期 3 个月；

• 停留 3–12 个月：最长核发 1 年有效期；

• 到期不可延期，如需继续驾驶需重新申请。

三、办理材料

护照 ／ 港澳台通行证、有效入境签证、境外正式驾照 ＋ 合规中文翻译件、入境住宿登记单。

四、语言配套

临时许可申请表格提供中英双语版本，窗口基础业务可英语沟通，无其他小语种纸质表单。

五、限制条款

临时许可仅允许驾驶登记备案机动车，不可用于营运车辆；不可换领正式驾驶证。

第四章 外籍人士驾驶证期满换证、转入海南政策

一、期满换证通用规则

（一）到期前 90 日内可办理；逾期 1 年内正常换证；逾期 1–3 年需重考科目一；超 3 年驾照注销重考全科；

（二）全国通办，外省核发的中国驾照可直接在海南换证，无需回核发地；

（三）前置条件：所有交通违法、事故处理完毕，完成联网驾驶人体检。

二、外籍换证专属材料

1. 护照 ／ 港澳台通行证、有效居留证件；

2. 原中国驾驶证原件；

3. 联网体检报告、白底证件照；

4. 居留证件过期失效期间，无法办理换证业务。

三、线上线下办理渠道

1. 线下：海南各车管所、政务大厅车驾管窗口，立等可取，支持英语业务咨询；

2. 线上：持有有效永久居留身份证的外籍人才，可通过交管 12123APP 线上申请邮寄取证，APP 系统仅简体中文操作界面，无外文版本。

第五章 A／B 大车、70 周岁以上外籍驾驶人特殊管理

1.A／B 类驾照记分周期有扣分，周期结束 30 日内完成线上审验学习；无扣分自动免审验；年满 60 周岁强制降级为 C1／C2；线上审验平台仅中文页面，无外语版本。

2.70 周岁以上外籍驾驶人：每年提交驾驶人体检证明，同步完成记忆力、判断力、反应力测试；未按时提交体检，驾驶证锁定失效；三力测试系统仅中文试题。

第六章 费用标准

1. 驾考：科目一 100 元、科目二 200 元、科目三 260 元；驾驶证工本费 10 元；理论考试切换外语版本无额外收费；

2. 驾驶人体检：25 元；

3. 临时机动车驾驶许可工本费 10 元；

4. 驾照翻译费：市场标准 100–200 元（车管所认可机构）。

第七章 合规禁止条款

1. 国际驾照不能单独在中国境内驾驶，必须换国内驾照或办理临时许可；

2. 虚假居留材料、伪造翻译件、虚假体检报告申领驾照，直接注销证件，1 年内禁止再次申请；

3. 持过期居留证件驾驶机动车，按无证驾驶处罚；

4. 享受海南人才个税、住房补贴配套车辆指标的外籍人才，驾驶证、居留信息需同步备案人才管理部门；

5. 实操考试严禁私自带翻译进入车内、通过电子设备实时翻译指令，违规直接取消本次考试成绩。

Chapter 1 Foreign nationals obtaining a new China driver's license (without an overseas driver's license)

1. Eligibility Requirements for Application (Applicable throughout Hainan Province)

(1) Foreigners

Hold a passport, visa, or foreign resident permit with a validity period of ≥90 days; have completed accommodation registration with the Hainan Public Security Bureau; those holding a foreign permanent residence ID card may apply directly without any residency duration restrictions.

(II) Residents of Hong Kong, Macao, and Taiwan

Hong Kong/Macau Resident Mainland Travel Permit / Taiwan Resident Mainland Travel Permit + Hainan Accommodation Registration Form; holders of Hong Kong, Macau or Taiwan Residence Permits are exempt from providing accommodation registration documentation.

(3) Short-term visitors (stay <90 days)

It is not possible to apply for a formal driver's license directly; only a temporary motor vehicle driving permit can be obtained.

II. Basic Application Requirements

(1) Age and physical requirements are consistent with those for mainland residents: C1/C2 categories require applicants to be at least 18 years old; individuals aged 70 or above must undergo annual medical examinations plus three-force tests; no color blindness or diseases that impair safe driving are permitted.

(2) No household registration or social security requirements; applicants may register at any driving school in Hainan's cities or counties using only their residence permit and take exams across the province.

(3) Examination Procedure: Subject 1 (Theoretical), followed by Subject 2 (On-site Driving), Subject 3 (Road Practical Operation), and Subject 4 (Safety and Civilized Behavior). A driver's license will be issued on the same day upon passing all subjects. The study certificate remains valid for 3 years after passing Subject 1.

(4) Supporting Talent Policies: The free trade port provides priority access to green channels for scheduling driving tests and allocates examination venues preferentially to high-end or urgently needed foreign talents.

III. Specific Language Requirements for the Driving Test

(1) Policy regarding multilingual examinations for theoretical subjects (Subject 1 and Subject 4)

1. The paperless theoretical examination system in Hainan includes eight official foreign language test papers: English, French, German, Spanish, Japanese, Korean, Russian, and Arabic. Foreign candidates may choose their preferred language for answering questions, with a nationally standardized question bank.

2. Procedure: Before scheduling an exam, please inform the examination staff of the required language; the system will automatically switch to the corresponding foreign-language test questions without prior notification.

3. Candidates from Hong Kong, Macau, and Taiwan may choose between the Simplified Chinese or Traditional Chinese version of the exam paper.

4. Limitations: Only the aforementioned 8 foreign languages are supported; no test questions are available for niche languages. Candidates may only choose English or Chinese to complete the theoretical exam.

(II) Practical Subjects (Subject 2 and Subject 3): Speech and Language Rules

1. The on-site and road practical examination provides only Chinese verbal instructions; there are no foreign-language announcements, test questions, or guidance services from foreign examiners.

All vehicle management offices and driver license service windows in government service centers are staffed with full-time English-speaking receptionists. For transactions involving less commonly used languages such as French, Japanese, or Korean, online real-time translation assistance can be arranged by telephone one working day in advance to facilitate document review.

IV. Required Application Materials

(1) Foreign nationals: original passport, valid residence permit, accommodation registration certificate issued by the local police station, medical fitness certificate for drivers, and a 1-inch white-background passport photo without headwear;

(2) Residents of Hong Kong, Macao, and Taiwan: Travel Permit/Taiwan Compatriot Card, accommodation registration form (not required for holders of residence permits), medical examination report, and identification photo;

(3) Agency Registration: Registration may only be handled uniformly by authorized driving schools; applications submitted through third-party agents will not be accepted.

Chapter 2: Replacing an Overseas Driving License with a Formal Domestic Driving License

1. Mandatory entry requirements for certificate renewal (all mandatory)

(1) The overseas driver's license must be a valid official license; learner's licenses, temporary licenses, or study driver's licenses cannot be exchanged.

(2) In the year you obtain your foreign driver's license, you must have resided cumulatively for at least 90 days in the country/region where the license was issued;

(3) Application for A/B Class licenses for medium-to-large passenger and freight vehicles: applicants must have at least two years of driving experience with the corresponding category abroad;

(4) For short-term tourist visas or stays exceeding 90 days, a valid driver's license cannot be obtained; only a temporary driving permit may be issued.

(5) Special relaxation for overseas returnees: If a driver's license abroad has expired within 6 months, it can still be renewed normally.

II. Examination Differentiation Rules (Supplementary Language Description)

(1) Small vehicles (C1/C2, etc.): Applicants only need to pass Subject 1 and may choose from eight foreign language test papers for examination.

(2) Large and medium-sized passenger and freight vehicles (Class A/B): Candidates must pass all three subjects—Subject 1, Subject 2, and Subject 3; Subject 1 may include a foreign language option, while Subject 2 and Subject 3 require only Chinese voice commands.

(3) Diplomatic exempt personnel (foreign consuls in China and representatives of international organizations): Exempted from the examination and eligible for direct certificate replacement under the principle of diplomatic reciprocity;

(4) Time limit: All examinations must be completed within 3 years from the date the vehicle administration office accepts the license renewal application; overdue materials will be invalidated.

III. Complete Set of Required Documents

1. Identity Document

Mandatory requirement for Chinese translations of driver's licenses: Foreign driver's licenses without Chinese text must be accompanied by a stamped Chinese translation issued by a certified translation agency or notarization office. Personal translations, software-based literal translations, or simple translations provided by translation agencies are legally invalid and will not be accepted by the vehicle administration authorities.

4. Online driver health examination certificate (valid for Hainan hospitals or self-service medical examination machines; data will be automatically synchronized to the traffic management system);

4. Processing Procedure (This is an offline exclusive service offered by Hainan Vehicle Management Office; the 12123 hotline does not currently support overseas license renewal.)

1. Prepare all required documents and submit them at the driver's license examination windows of vehicle management offices in Haikou, Sanya, and other cities and counties for review;

2. After passing the review, schedule the exam for the corresponding subject and confirm the language for the theoretical test before admission.

3. Pass all subject examinations and complete traffic safety awareness education along with the oath-taking ceremony;

4. Issue the Motor Vehicle Driving License of the People's Republic of China on the spot.

Chapter 3 Short-term Entry: Temporary Motor Vehicle Driving Permit (No Long-term Residence)

I. Target Population

Foreign nationals, residents of Hong Kong, Macao, and Taiwan who travel for tourism or business purposes with a stay not exceeding one year without obtaining a long-term residence permit.

II. Validity Period Rules

• • Stay ≤3 months: The temporary permit is valid for 3 months;

• • Stay duration: 3–12 months; maximum validity period of 1 year.

• • The validity period cannot be extended; to continue driving, you must apply again.

III. Required Documents

Passport/Hong Kong/Macao/Taiwan Travel Permit, valid entry visa, official foreign driver's license with a certified Chinese translation, and entry accommodation registration form.

IV. Language Support

The temporary permit application form is available in both Chinese and English versions. Basic window services can be communicated in English, with no paper forms available for other languages.

V. Limitation Clauses

Temporary permits are valid only for driving registered motor vehicles and cannot be used for commercial vehicles; they cannot be exchanged for a formal driver's license.

Chapter 4: Policies for Foreign Residents Regarding Driver's License Renewal upon Expiration and Transfer to Hainan

I. General Rules for Renewing Certificates upon Expiration

(1) Applications can be submitted within 90 days before expiration; regular renewal is available within 1 year after expiration; retaking Subject 1 is required for expiration within 1–3 years; driving licenses expired for more than 3 years must be canceled and all subjects retested.

(2) Nationwide service: A China driver's license issued in another province can be directly renewed in Hainan without returning to the issuing location.

(3) Prerequisites: All traffic violations and accidents must have been resolved, and the online driver health examination must be completed.

II. Exclusive Documents Required for Foreigners Applying for Document Replacement

1. Passport/Pass for Hong Kong, Macau or Taiwan, or valid residence permit;

2. Original China driver's license;

3. Online health examination report and white-background identification photo;

4. During the validity period of your residence permit, renewal services are not available.

III. Online and Offline Processing Channels

1. Offline: Available immediately at vehicle management offices and driver's license service counters in Hainan's government service centers, with English-language consultation support;

2. Online: Foreign professionals with valid permanent residence ID cards can apply for document delivery via the Traffic Management 12123 APP. The app features a simplified Chinese interface and no foreign language versions.

Chapter 5: Special Management for Large A/B Vehicles and Foreign Drivers Over the Age of 70

1. Class A/B driver's licenses have a points-based system; online re-certification training must be completed within 30 days after the end of each points cycle. Vehicles with no accumulated points are automatically exempt from re-certification. Drivers aged 60 or older are automatically downgraded to Class C1/C2. The online re-certification platform is available only in Chinese, with no foreign language versions.

2.70 Foreign drivers aged 70 years or above: Must submit an annual medical examination certificate for drivers and simultaneously complete tests assessing memory, judgment, and reaction speed; failure to submit the medical examination on time will result in the suspension of the driver's license; the three-test system exclusively uses Chinese-language questions.

Chapter 6 Cost Standards

1. Driving test fees: Subject 1 – ¥100; Subject 2 – ¥200; Subject 3 – ¥260; License issuance fee – ¥10; No additional charge for switching foreign language versions in the theory exam.

2. Medical examination for drivers: 25 yuan;

3. The fee for issuing a temporary motor vehicle driving license is 10 yuan;

4. Driving license translation fee: Market standard of ¥100–¥200 (at institutions recognized by the vehicle administration authority).

Chapter 7: Compliance Prohibition Clauses

1. An international driver's license cannot be used alone to drive within China; it must be exchanged for a domestic license or a temporary permit must be obtained.

2. Application for a driver's license using fraudulent residence documents, forged translations, or false medical examination reports will result in immediate revocation of the license and a one-year ban on reapplication.

3. Driving a motor vehicle with an expired residence permit shall be punished as driving without a license;

4. Foreign talents eligible for Hainan's individual income tax benefits, housing subsidies, and vehicle allocation quotas must simultaneously register their driver's licenses and residence information with the talent administration authorities.

5. During the practical examination, it is strictly prohibited to bring translators into the vehicle or use electronic devices to translate instructions in real time; violations will result in immediate cancellation of the exam score.
