The official launch ceremony for the full-island customs closure of Hainan Free Trade Port was held in Haikou on December 18, marking a new starting point and phase in the port's reform and development. He Lifeng, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the event and delivered a speech. Zheng Shanjie presided over the ceremony, while Feng Fei and Sun Meijun, along with Liu Xiaoming and Li Rongcan, also participated.
Zheng Shanjie, Director of the National Development and Reform Commission, presided over the event, with Feng Fei, Secretary of the Hainan Provincial Party Committee, delivering a speech. Attendees included Sun Meijun, Commissioner of the General Administration of Customs, along with officials from relevant central and state agencies; Governor Liu Xiaoming; Li Rongcan, Chairman of the Hainan Provincial Committee of the Chinese People's Political Consultative Conference; other current provincial leaders; invited guests such as Liu Cigui, Wang Xiaofeng, Wei Liucheng, Chen Yuyi, Zhong Wen, and Yu Xun; representatives from financial institutions and central state-owned enterprises; as well as relevant experts and corporate delegates.
He Lifeng pointed out that the construction of the Hainan Free Trade Port is a major reform and opening-up initiative personally planned, deployed, and promoted by General Secretary Xi Jinping, and a significant strategic decision made by the Party Central Committee in light of both domestic and international circumstances to advance the innovative development of socialism with Chinese characteristics. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, positive progress has been achieved in the construction of the free trade port, with the foundational conditions for full island customs closure already in place, and the full island customs closure of the Hainan Free Trade Port has officially commenced. We should seize this opportunity presented by full island customs closure to continuously deepen reforms in key areas, steadily promote high-quality development, continuously improve the risk prevention and control system, and establish the Hainan Free Trade Port as an important gateway leading China's opening-up in the new era.
Feng Fei stated that following the resumption of border closure, Hainan will unwaveringly implement the spirit of General Secretary Xi Jin ping's series of important speeches and instructions regarding Hainan's development, remain steadfast in pursuing its strategic objectives, and further advance high-level opening-up; take the construction of the Hainan Free Trade Port to high standards as the overarching priority to drive high-quality development; firmly uphold security fundamentals and enhance risk prevention capabilities; persistently improve the political environment and deepen comprehensive strict governance over the Party, striving to write a distinctive chapter of Chinese-style modernization for Hainan.
He Lifeng also conducted an on-site inspection of the implementation of customs clearance procedures, joint anti-smuggling prevention and control measures, and the duty-free policy for departing from Hainan Free Trade Port.

海南自由贸易港全岛封关启动活动12月18日在海口举行，海南自由贸易港建设迈入改革开放发展的新起点、新阶段。中共中央政治局委员、国务院副总理何立峰出席活动并讲话。
国家发展和改革委员会主任郑栅洁主持活动，海南省委书记冯飞发言。海关总署署长孙梅君等中央和国家机关有关部门负责同志，省长刘小明、省政协主席李荣灿等海南省现职省领导出席。应邀出席活动的还有刘赐贵、汪啸风、卫留成、陈玉益、钟文、于迅，以及部分金融机构和央企负责同志，有关专家和企业代表。
何立峰指出，建设海南自由贸易港，是习近平总书记亲自谋划、亲自部署、亲自推动的改革开放重大举措，是党中央着眼于国内国际两个大局、为推动中国特色社会主义创新发展作出的重大战略决策。在以习近平同志为核心的党中央坚强领导下，自由贸易港建设工作取得积极成效，全岛封关基础条件已经具备，海南自由贸易港全岛封关正式启动。要以全岛封关运作为契机，持续深化重点领域改革，扎实推动高质量发展，不断完善风险防控体系，把海南自由贸易港打造成为引领我国新时代对外开放的重要门户。
冯飞表示，封关后，海南将坚定不移贯彻落实习近平总书记关于海南工作的系列重要讲话和指示批示精神，锚定战略目标不动摇，进一步推进高水平对外开放；以高标准建设海南自由贸易港为总抓手，进一步推动高质量发展；牢牢守住安全底线，进一步提升风险防控能力和水平；持之以恒净化政治生态，进一步推动全面从严治党向纵深发展，奋力谱写中国式现代化海南篇章。
何立峰还实地考察了海南自由贸易港货物通关、反走私联防联控、离岛免税政策实施情况。
