On the first day of its official operation, Haikou National High-tech Zone successfully hosted the International Talent Entrepreneurship Roadshow Resource Matching Event, bringing together outstanding talents to jointly pioneer a new chapter in free trade development.
2025年12月18日，在海南自贸港全岛封关运作正式启动的历史性时刻，海口国家高新区国际人才创业路演暨资源对接会在药谷生物医药创新综合体同步举行。作为封关首日园区推出的重点人才服务活动，本次路演以“智汇高新·创享自贸”为主题，精准链接国际创新资源与封关政策红利，吸引了11个优质国际人才项目、20余家投资机构及行业龙头代表共赴盛会，为自贸港开局之年注入强劲创新动能。
On December 18,2025, at the historic moment when full customs clearance operations were officially launched across Hainan Free Trade Port, the Haikou National High-Tech Zone International Talent Entrepreneurship Roadshow and Resource Matching Conference was held concurrently at the Pharmaceutical Valley Biomedical Innovation Complex. As a key talent service event launched on the first day of customs clearance, this roadshow, themed "Gathering Intelligence in High-Tech, Innovating in the Free Trade Zone," effectively bridged international innovation resources with the benefits of customs clearance policies. It attracted 11 high-quality international talent projects, over 20 investment institutions, and representatives from leading industry players, injecting strong innovative momentum into the inaugural year of the free trade port.
本次资源对接会由海口国家高新技术产业开发区管理委员会、中国国际贸易促进委员会海口市委员会、海口市科学技术和工业信息化局（海口市外国专家局）联合主办，海口国家高新区创业孵化中心、海口国际人才之家承办。资源对接会现场气氛热烈，从政策解读到项目路演，从自由对接至颁奖授牌，每一个环节都紧扣“封关红利”与“创业机遇”两大核心，成为国际人才感知自贸港政策温度的“第一窗口”。
This resource matchmaking event was jointly organized by the Management Committee of Haikou National High-Tech Industrial Development Zone, the Haikou Municipal Committee of the China Council for the Promotion of International Trade, and the Haikou Municipal Bureau of Science, Technology and Industrial Information (Haikou Foreign Experts Bureau), with the Haikou National Hi-Tech Zone Entrepreneurship Incubation Center and Haikou International Talent Home serving as organizers. The event featured a vibrant atmosphere, encompassing everything from policy interpretation and project presentations to open networking sessions and award ceremonies—all centered around the two key themes of "free trade port benefits" and "entrepreneurial opportunities," making it the primary platform for international talents to experience the supportive policies of the free trade port.
“今天，海南自贸港的大门向世界敞开，海口国家高新区的创业舞台已为全球人才搭好。”海口国家高新区管理委员会孙国培调研员在致辞中表示，封关后实施的“一线放开、二线管住、岛内自由”政策体系，将为国际人才带来大部分进口商品“零关税”、加工增值内销免关税等一系列政策利好，园区已构建起人才服务“绿色通道”，让政策红利快速转化为创业实效。
"Today, the Hainan Free Trade Port has opened its doors to the world, and the entrepreneurial ecosystem of Haikou National High-tech Zone is fully prepared for global talent," said Sun Guopei, researcher at the Management Committee of Haikou National High-tech Zone, in his speech. He noted that the policy framework implemented after customs clearance— "open access at the first line, strict control at the second line, and free movement within the island" —will provide international talents with a series of benefits, including zero tariffs on most imported goods and tariff exemptions for value-added processing products destined for domestic sales. The zone has established a dedicated talent service 'green channel' to rapidly translate these policy advantages into tangible entrepreneurial outcomes.

政策解读环节成为现场焦点。园区政策专家结合封关新政，针对国际人才最关心的税收优惠、居留许可、项目落地流程等内容进行“手把手”讲解：“符合条件的高端人才个人所得税实际税负超15%部分全额免征，外籍人才工作许可与居留许可实现‘一窗通办、同时发证’，这些服务都已在园区落地见效。”翔实的政策解读让来自俄罗斯的创业者谢尔盖倍感振奋：“封关政策带来的便利超出预期，这让我更加坚定了在海南创业的决心。”
The policy interpretation session became the highlight of the event. Park policy experts, leveraging the new customs closure measures, provided detailed, step-by-step explanations on topics of greatest concern to international talents, including tax incentives, residence permits, and project approval procedures: "The portion of personal income tax for eligible high-end talents with an actual burden exceeding 15% is fully exempted; work permits and residence permits for foreign talents now support 'one-stop processing and simultaneous issuance.' These services have been successfully implemented within the park." The thorough policy explanation greatly encouraged Sergey, an entrepreneur from Russia: "The convenience brought by the customs closure policies exceeded my expectations, further strengthening my resolve to start a business in Hainan."
路演环节，11个经严格筛选的优质项目依次登台，其中6个由外籍人才主导，涉及高新技术、跨境贸易、现代服务等多个契合封关产业导向的领域。来自芬兰的团队带来的“医疗健康数据分析应用系统”项目，与园区的医疗健康重点扶持产业形成呼应，其核心技术与封关后政策导向高度契合，引发投资机构广泛关注。每个项目5分钟的精准展示后，评审专家从政策适配性、市场前景、技术创新性等维度进行专业点评，为项目对接封关红利提供针对性建议。
During the roadshow session, 11 rigorously selected high-quality projects were presented in sequence, six of which were led by foreign experts and covered various sectors aligned with the customs-free zone's industrial focus, including high-tech, cross-border trade, and modern services. The "Medical Health Data Analysis Application System" project presented by the Finnish team resonated with the park's key supported medical health industry; its core technology closely aligned with post-customs-free zone policy directions, attracting significant attention from investment institutions. Following five minutes of detailed presentations for each project, evaluation experts provided professional feedback based on dimensions such as policy suitability, market potential, and technological innovation, offering targeted recommendations to help projects capitalize on the benefits of the customs-free environment.
为激励项目创新发展，资源对接会设置最具潜力奖、最佳创意奖、最具市场价值奖、最具创新技术奖及优秀参与奖五大特色奖项，主办单位领导为获奖项目颁发奖杯及奖品及沉香香水伴手礼。资源对接会结束后还将配套工商注册代办、政策申报辅导、孵化空间支持等“一站式”落地支持。颁奖结束后，参会人员参观了园区创业孵化中心，实地感受封关后园区的配套服务和产业承载能力。
To foster innovative development in projects, the resource matchmaking event featured five distinctive awards: Most Promising Award, Best Concept Award, Highest Market Value Award, Most Innovative Technology Award, and Outstanding Participation Award. Organizers presented trophies, prizes, and agarwood perfume gifts to winning projects. Following the event, participants received comprehensive one-stop support including business registration assistance, policy application guidance, and incubation space allocation. After the award ceremony, attendees visited the park's entrepreneurship incubation center to experience firsthand its post-restriction-era supporting services and industrial capacity.
“在封关首日就能与这么多优质资源对接，相当于拿到了自贸港创业的‘入场加速券’”获得“封关启航金奖”的某外籍团队负责人表示。据统计，活动现场共有3个项目与投资机构达成初步合作意向。
"Being able to connect with so many high-quality resources on the very first day of customs clearance is equivalent to obtaining a 'fast-track pass' for starting a business in the free trade port," said the head of a foreign team that won the Gold Award for 'Customs Clearance Launch.' According to statistics, three projects at the event reached preliminary cooperation agreements with investment institutions.

According to representatives from the Haikou National High-Tech Zone Entrepreneurship Incubation Center, this resource matching event marks the launch of the park's "Talent Service Initiative for Free Trade Port Development."
