As the first comprehensive international talent service platform in Hainan Province, Haikou International Talent Home, under the guidance of the Haikou Municipal Bureau of Foreign Experts Affairs, has, since its establishment in 2021, consistently upheld an international perspective and a spirit of innovation. It is dedicated to providing foreign talents with comprehensive, multi-level support and services, helping transform the Hainan Free Trade Port into a globally attractive hub for innovation, entrepreneurship, and the gathering of top talent.
The establishment of the Haikou International Talent Home represents an innovative initiative by Hainan Free Trade Port in talent service development. Operating under a collaborative model combining "government guidance and professional management," it leverages governmental policy support alongside expertise from specialized institutions to provide comprehensive one-stop services for foreign talents spanning recruitment, cultivation, and entrepreneurship. This approach not only enhances service efficiency but also establishes a solid foundation for international innovation and business ventures in Hainan through resource integration and complementary strengths. In talent acquisition, the Haikou International Talent Home has achieved remarkable success: since its inception, it has attracted over 500 foreign professionals—including more than 20 foreign academicians—and facilitated the establishment of two Hainan Provincial Foreign Academician Workstations. The center has organized over 300 talent exchange events with participation exceeding 10,000 individuals, along with more than 100 training sessions attended by over 5,000 participants. For instance, Dali from Kazakhstan conceived the idea of establishing a trading company in Hainan during one event and successfully launched Haikou Dali Sali International Trading Co., Ltd. with support from the center, operating in sectors including children's products, network modems, automotive parts, and residential/commercial real estate, achieving annual sales of 2 million yuan. In talent development, the center actively creates market-oriented platforms to provide targeted employment information and career advancement opportunities for foreign professionals. By organizing "Foreign Talent Job Fairs" and establishing a "Talent Supply and Demand Database," the initiative helps foreign professionals better integrate into Hainan's job market. Additionally, through "Foreign Talent Experience Sharing Sessions," foreign experts working in Hainan are invited to share their expertise in project management and market analysis, providing valuable insights for local enterprises. Cultural exchange and volunteer services constitute essential components of the Haikou International Talent Home's operations; these activities offer platforms for foreign talents to showcase their skills and contribute to society. Since its establishment, the Haikou International Talent Volunteer Service Team has actively engaged in community services, government support, public awareness campaigns, livelihood assistance programs, and welfare services, conducting over 80 charitable volunteer initiatives. Furthermore, the Haikou International Talent Home has formed a football team and a choir, leveraging sports and artistic activities to further promote cultural exchange and integration between China and other countries.
The Foreign Talent Entrepreneurship Incubation Program at Haikou International Talent Home stands out as a flagship initiative among its comprehensive service offerings, serving as a vital catalyst for innovation and entrepreneurship. Since its inaugural session in December 2021, the program has successfully conducted five cohorts, delivering 50 indoor lectures and 15 outdoor practical sessions, supporting over 200 foreign entrepreneurs. Haikou International Talent Home has pioneered innovative teaching methodologies and curriculum designs by engaging distinguished mentors with extensive entrepreneurial expertise and international experience. The program employs bilingual instruction to ensure effective knowledge absorption for participants. Key mentor Chen Minghao, a nationally certified IYB Entrepreneurship Trainer, has provided guidance to government agencies and universities across China's provinces, with his "Business Model Innovation Design" courses being particularly popular. Co-mentors Guo Yaohua and Wang Xiaosong are renowned experts in their fields: Guo serves as an adjunct faculty member at Hainan University and Hainan Vocational College of Economics & Trade, chairs the Cross-border E-commerce Committee of Haikou E-commerce Association, and is founder of Meijiwu (Hainan) Network Technology Co., Ltd., boasting over two decades of e-commerce experience and profound expertise in international trade policies, regulations, and operational practices. The incubation program has developed a comprehensive entrepreneurial training system tailored to the characteristics of international entrepreneurs, comprising four key modules: entrepreneurial environment analysis, awareness cultivation, business plan development, and project implementation. This framework not only covers essential foundational knowledge and skills but also emphasizes fostering innovative thinking and practical capabilities, helping participants build a systematic business mindset. Additionally, Haikou International Talent Home provides end-to-end entrepreneurial guidance and support. To accelerate skill enhancement for international entrepreneurs, the institution has established a mentorship tracking mechanism where instructors oversee both academic learning and project progression—from evaluation and selection to business plan drafting, pitch presentations, and follow-up coaching. For entrepreneurs with mature projects, Haikou leverages its platform resources to facilitate resource integration and market promotion. A notable example is Jan Kerekes from Canada, who co-founded Haikou Quanliang International Trade Co., Ltd. after completing the first incubation program, importing products such as mineral water and fruit wines from Slovakia. Their brand Gemika Natural Soda Water gained significant attention at the 5th China International Consumer Goods Expo and won gold awards at the 10th Guangzhou International Water Competition in 2025. To boost motivation and achievement among international entrepreneurs, the program implements an evaluation-based incentive system. Regular assessments are conducted on the learning outcomes and entrepreneurial performance of foreign entrepreneurs participating in the business incubation program. Those who achieve outstanding results receive appropriate material and non-material incentives, along with a range of support services and value-added assistance for their subsequent ventures. This incentive mechanism not only fuels participants' entrepreneurial enthusiasm but also strengthens their confidence and motivation to start businesses in Hainan.

Achievements and Prospects: A New International Talent Ecosystem for Hainan Free Trade Port. For instance, Ghanaian entrepreneur Amissah Richard Frank participated in the fifth Foreign Talent Entrepreneurship Incubation Program and founded Haikou Felix Business Services Co., Ltd. with support from Haikou International Talent Home, specializing in import-export trade and cultural exchange initiatives. The company has also helped six African enterprises establish operations in Haikou, with an estimated annual revenue of 5 million yuan. These accomplishments stem from Haikou International Talent Home's innovative spirit—implementing cutting-edge educational approaches tailored to the needs of Hainan Free Trade Port, thereby developing a globally advanced entrepreneurship incubation model that provides robust support for foreign talents while serving as a valuable reference for talent-driven innovation programs nationwide. Looking ahead, Haikou International Talent Home will continue upholding its "talent-first" philosophy, further refining service frameworks and expanding outreach channels. On one hand, we will continue to optimize the curriculum design and teaching methods of our entrepreneurship incubation programs by incorporating more internationally advanced entrepreneurial concepts and technologies to enhance incubation outcomes. On the other hand, we will strengthen collaboration with international organizations and expand global cooperation channels to attract outstanding international talents to develop in Hainan. Meanwhile, the Haikou International Talent Home will actively promote the development of an international talent community, addressing the living needs of foreign professionals by providing them with improved living conditions and comprehensive support services. The construction of the Hainan Free Trade Port relies heavily on international talent support. Through innovative initiatives such as establishing a global talent service platform and organizing entrepreneurship incubation programs for foreign professionals, the Haikou International Talent Home has significantly accelerated the port's internationalization process. 海南自贸港国际人才创业沙盘实践活动现场搭建国际人才服务新平台海口国际人才之家的创立,是海南自贸港在人才服务领域的一次创新性探索。它采用“政府总体指导+社会专业运营”的合作模式,充分发挥政府的政策引领作用与专业机构的资源优势,为外籍人才提供从引进、培育到创业的一站式服务。这一模式不仅提升了服务效率,更通过资源整合与优势互补,为外籍人才在海南的创新创业奠定了坚实基础。在人才引进方面,海口国际人才之家成果斐然。自成立以来,已成功引进超过500名外籍人才,其中包括20多名外籍院士,并促成两家海南省外籍院士工作站的成立。海口国际人才之家累计举办300多次人才交流对接活动,参与人数超过10000人次;开展各类培训和讲座100多次,参加学习人员超过5000人次。来自哈萨克斯坦的“大力”便是在一次对接活动中,萌生了在海南注册贸易公司的想法,并最终在海口国际人才之家的帮助下公司成功落地,其注册的海口大力萨利国际贸易有限公司业务涉及儿童用品、网络调制解调器、汽车配件以及住宅和商业地产等多个领域,年销售额达200万元。在人才培育方面,海口国际人才之家积极搭建市场化对接平台,为外籍人才提供精准的就业信息与职业发展机会。通过组织“外籍人才招聘会”、建立“人才供需数据库”等方式,帮助外籍人才更好地融入海南的就业市场。同时,通过开展“外籍人才经验分享会”,邀请在海南工作的外国专家分享他们在项目管理、市场分析等方面的经验,为本地企业提供了宝贵的参考。文化交流与志愿服务也是海口国际人才之家工作的重要组成部分。通过组织文化交流活动和志愿服务,为外籍人才提供展示自我、服务社会的平台。海口国际人才志愿服务团自成立以来,积极参与社区服务、政务服务、宣传服务、民生服务、保障服务等,开展公益志愿服务活动共计80多次。此外,海口国际人才之家还组建了足球队和合唱团,通过体育与艺术的形式进一步促进中外文化交流与融合。

海口国际人才之家创业孵化班线下课现场外籍人才创业孵化班:创新创业的新引擎在海口国际人才之家的众多服务项目中,外籍人才创业孵化班无疑是其中的亮点之一。自2021年12月首期创业孵化班开班以来,至今已成功举办了5期,累计完成室内课程授课50次,配套户外实践活动15次,服务创业孵化外籍人才总计超200人次。海口国际人才之家在创业孵化班的教学模式与课程体系上进行了大胆创新。聘请多名具有丰富创业教学经验和多年外籍人才接触经历的优秀创业导师,采用双语模式授课,确保外籍学员能够更好地理解和吸收知识。其中,陈铭浩作为核心导师之一,是国家IYB创业培训讲师,曾为20多个省市级政府单位及高校提供创业指导,他的“商业模式创新设计”等创业课程深受外籍学员欢迎。另外两位导师郭耀华和王晓松也都是各自领域的知名专家,其中郭耀华是海南大学及海南经贸职业技术学院外聘教师、海口市电子商务协会跨境电商专委会主任,美极屋(海南)网络科技有限公司创始人,涉足电子商务贸易20多年,熟悉国际贸易政策、国际贸易规则以及操作方法,在跨境电商领域有丰富的专业知识、教学和实践经验。孵化班结合外籍创业人才的特点,创立了一套包括创业环境分析、创业意识培养、创业计划制订、创业项目实施四大模块的科学系统创业培训体系。这一培训体系不仅涵盖了创业所需的各项基础知识与技能,更注重培养学员的创新思维与实践能力,帮助他们逐步构建起系统的商业思维框架。此外,海口国际人才之家还设计了全链条的创业辅导与支持。为了帮助外籍创业人才更快地提升创业能力,海口国际人才之家制定了创业导师跟踪辅导机制。负责孵化培训的导师不仅指导学员的课程学习,更会全程跟踪学员的创业项目,从项目评估选取、商业计划书撰写、项目路演到后续跟进指导,提供全链条的辅导服务。对于部分已有成熟创业项目的外籍人才,海口国际人才之家充分发挥自身平台资源优势,帮助他们进行资源整合与项目对接推广。加拿大籍的Jan Kerekes在参加第一期外籍人才创业孵化班后,与合伙人共同创立了海口全量国际贸易有限公司,进口多款来自斯洛伐克的矿泉水、水果酒等商品,其公司代理的格美卡天然苏打水在第五届消博会上广受关注,并在2025第十届广州国际品水大赛中获得金奖。为了提高外籍人才创业的积极性和成就感,海口国际人才之家在创业孵化班中引入了评价激励制度。定期对参加创业孵化培训的外籍创业人才的学习效果和创业业绩进行考核评比,对评价成绩优秀者给予适当的物质和精神激励,并在后续创业中提供一系列扶持、辅助创业的增值服务。这种激励机制不仅激发了学员的创业热情,更增强了他们在海南创业的信心与动力。
